Research Foundation

 

PERMISS was developed through literature review, analysis of
established maritime frameworks, benchmarking from other sectors,
and targeted maritime research.

OCIMF as the Starting Point

 

The methodology begins with the six soft-skill domains recognized
in the OCIMF framework: Management & Leadership, Decision-Making,
Situation Awareness, Teamwork, Communication & Influencing,
and Focus on Goals.

Project Extension

 

PERMISS expands this framework by adding five further dimensions:
Cultural Intelligence, Responsibility, Organization, Critical Thinking,
and Emotional Intelligence.

Industry Input

 

The model was shaped through focus groups and interviews with
maritime executives, including CEOs, Crew Managers, HSQE/HSQR
Managers, and professionals involved in crew and vessel operations.

Pilot Testing & Validation

 

The assessment tool was piloted with +2000 seafarers to test clarity,
usability, terminology, completion time, and suitability for different
ranks and roles before wider application.
